The Employees’ Provident Fund & Miscellaneous provisions Act’ 1952 applicable to the whole of India except the state of Jammu and Kashmir. A few words about the nature of the three Schemes would give a bird’s eye view of the functional responsibilities of the Regional, Sub-Regional and District Officers. A Functional Chart appended at the end of this Chapter will make the picture more clear. These three Schemes are applicable to 180 categories/ classes of industries and establishments.
EPFO has one of its Regional Office in the State of Orissa at Bhubaneswar with three Sub-Regional Offices at Rourkela, Keonjhar and Berhampur. The regional Office of EPFO in Orissa is responsible for the administration and implementation of the above mentioned three social security schemes for the employees of the establishments covered under the Act in the state of Orissa. It discharges its duties and responsibilities under the direct control and supervision of the Corporate Head Office at New Delhi. At the state level there is the forum called Regional Committee of EPF, which functions as a tripartite advisory body to EPFO at Regional Level. The Committee is represented by State Government, Members from Employer’s Association and Employees’ Union. The Secretary to Government of Orissa, Labour & Employment Department is the Chairman of the Regional Committee. The Regional Provident Fund Commissioner, Orissa is the Ex-Officio Secretary and Convener of the Regional Committee.
The Regional Office and Sub-Regional Offices of the EPFO in Orissa are structured on the basis of territorial jurisdiction. Regional Office at Bhubaneswar caters to the need of 13 districts, Sub-Regional Office, Rourkela to 5 districts, Sub-Regional Office, Berhampur to 10 districts and SRO, Keonjhar to 2 Districts. For effective administration of the Act and the Schemes and for efficient delivery of the benefits at the doorstep of the members, there are 5 District Officers at Cuttack, Balasore, Barbil, Sambalpur and Rayagada.
